In the nearly three years since The Citizen first suggested allowing for open primaries—not tied to Democrat or Republican party affiliation—the numbers of Americans who consider themselves political independents has continued to grow. Some 45 percent of voting-age adults now say they are independents, up two points since this story was first published, and up a significant 13 points since 2004.
But in Philly’s May 18th primary, anyone not registered as either Democrat or Republican still can’t vote. That shouldn’t be the case.
